Manager of Nursing Services
Alison Shanahan joined Three Rivers Public Health Department in January of 2012. She is currently the Manager of Nursing and the Title X Program Coordinator. She also performs as the Clinic Nurse and is the Immunization Program Manager including the Vaccines for Children (VFC) Program. Alison received her Licensed Practical Nursing degree from Central Community College in 2008, and her Associates Degree in Nursing in 2009. She is currently pursuing her Bachelor of Science degree in Nursing. Alison is a devoted mother, avid crafter, and lover of the outdoors. Her three children keep her busy in her free time with their various activities.
Disease Surveillance Coordinator
Celeste Reker, Disease Surveillance Coordinator, joined Three Rivers Public Health Department in August of 2014. She is also a Child Passenger Safety Technician (CPST). Celeste received her Bachelor of Arts degree in Global Health from The University of Iowa in 2011 and Master of Public Health degree in Epidemiology from the University of Nebraska Medical Center in 2014.
Cinthia Ravanales, Receptionist, joined Three Rivers Public Health Department about two years ago. She is also a Spanish interpreter for the health department. A Fremont native, Cinthia received her high school diploma from the Fremont High School in 2012. She enjoys working with the communities of Fremont and the surrounding counties.
Coartney DiGiorgio, Health Educator joined Three Rivers Public Health Department in September of 2014. She graduated from Wayne State College in May of 2012 with a Bachelor of Science degree in foods and nutrition and a minor in exercise science. Since beginning work at Three Rivers, she has also become a certified Child Passenger Safety Technician (CPST) as of September 2014. Coartney also has several roles as a health educator including duties of the Safe Kids Coordinator, managing the colon cancer campaign, and other basic health education activities.
Erin Kopietz joined Three Rivers Public Health Department in August of 2016. Erin completed her Masters of Nursing in Family Medicine in 2010. Prior to her graduate education she received a Bachelor of Science degree in Nursing from Clarkson College in 2004. Throughout the years, she has provided nursing care in a variety of settings including Family Medicine, Geriatrics, Veteran’s care, Women’s Health, and Urgent Care. Erin is the provider in the Title X clinic. Erin enjoys patient education and health promotion.
Evelyn Martinez joined Three Rivers Public Health Department in July of 2012. She is the medical assistant and interpreter for the Title X (Family Planning) clinic. She received her Associate degree in Medical Assisting from Kaplan University in September of 2009. She also maintains an active medication aide license with Nebraska. Evelyn enjoys spending time with her family and volunteering in many community events.
Karmen Dickes joined Three Rivers Public Health Department in November of 2014. Karmen accepted the Health Educator position after completing her capstone project with Three Rivers. Karmen has a Bachelor of Science degree from the University of Nebraska-Lincoln, and a Master of Public Health degree from the University of Nebraska Medical Center. As a Health Educator, she enjoys educating the community on healthy habits and promoting wellness. In addition to health education, Karmen is the VetSET coordinator where she supports veterans and their families by connecting them to resources within the community. She is also a Child Passenger Safety Technician (CPST).
Public Health Nurse
Melissa Poessnecker joined Three Rivers Public Health Department in August of 2009. She is an LPN in the clinic providing immunization services, and providing care to clients within the Title X (Family Planning) program.
Manager of Operations
Sofia Toben, Manager of Business Operations, joined Three Rivers Public Health Department about three years ago. Sofia is also a certified Child Passenger Safety Technician (CPST) and Spanish interpreter for the health department. Sofia was born and raised in Mexico, and received a degree in Marketing from Universidad Autonoma de Tamaulipas in Mexico. She made Fremont her home and married her husband in 1995. Sofia’s favorite thing to do is spend time with her husband and two young children.
Terra Uhing joined Three Rivers Public Health Department in July of 2011 and has served as the Executive Director since March 2013. Previously, Terra served as the Manager of Operations at Three Rivers for 2 1/2 years. Terra received her Bachelor of Business Leadership degree from College of Saint Mary, and her Master of Science in Health Promotion, with a Human Resource emphasis from Nebraska Methodist College. Throughout her career, Terra has several years of experience in administration, grant oversight, human resources, and financial management activities. Terra enjoys her job tremendously and making a difference each and every day.
